Every statement sounds like progress. But none answers the question that matters most: Is the project actually ready to build?
Readiness is too often defined by the schedule. When a start date drives the process, projects can move forward with unresolved decisions, incomplete information or pending approvals still attached. Construction is then forced to address those lingering issues as they arise.

What Construction Readiness Actually Means

Design documents, technical requirements, vendor specifications and site information should all reflect the project’s current direction. Known conflicts should be resolved or accompanied by a clear plan for addressing them before they affect the work.
3. The approval path is understood and sufficiently advanced.
Required permits, landlord approvals, utility coordination and other reviews should be identified, with their status and potential impact on the construction plan clearly understood.
4. Execution constraints have been accounted for.
Long-lead materials, access requirements, phasing, shutdowns and other conditions that affect how the work will occur are reflected in the plan.
5. Remaining risk is visible and owned.
Critical open items have an owner, a required decision and a clear path to resolution. Leadership can see which risks are being addressed, accepted or considered significant enough to prevent the project from advancing.
Construction readiness doesn’t mean every uncertainty has been eliminated. It means the project team understands what has been resolved, what remains open and how those outstanding issues could affect construction before the decision is made to move forward.
The Same Status Doesn’t Mean the Same Readiness
The advantage becomes even more useful across a multi-site program. Traditional status reports may show that projects are in design, permitting or scheduled to begin construction. That provides a picture of activity, but not necessarily a reliable view of exposure.
Two projects listed at the same stage may have very different levels of readiness. One may have a settled scope, coordinated documents, confirmed approval requirements and a manageable list of open items. The other may depend on incomplete surveys, pending equipment decisions or an approval path no one has validated. On a dashboard, both may appear “on schedule.” In reality, only one may be ready.
