The Hidden Cost of Waiting Until Permitting to Ask Questions

Permitting is often treated as the moment a project becomes real.

The design has taken shape. The drawings are coming together. Budgets and schedules have been discussed. Equipment may already have been selected. The team is ready to submit, secure approval and move toward construction.

Then the questions begin.

Does this scope trigger an accessibility upgrade? Will the jurisdiction require stamped drawings for work initially considered minor? Does the proposed equipment create additional structural or electrical requirements? Will the fire department review the plans separately? Does a standard prototype comply with the codes adopted at this particular location?

These questions may surface during permitting, but permitting didn’t create them. It simply exposed decisions that were never fully tested.

And by then, the project may already be designed, priced and scheduled around the wrong answers.

A permit submission isn’t a preliminary inquiry. It’s a formal representation of what the team intends to build.

One reviewer comment may require a simple clarification. Another may send changes rippling through architectural, structural, mechanical, electrical and plumbing documentation.

A requirement identified during early planning might call for a straightforward layout adjustment. The same requirement discovered after the drawings are substantially complete can trigger redesign, consultant coordination, new pricing, procurement changes and resubmission.

The requirement itself may be perfectly reasonable. The cost comes from unwinding everything the team has already built around a different assumption.

Experience matters. But it can also create false confidence.

A project that moved smoothly through one jurisdiction may face different requirements in another. Adopted code editions vary. Local amendments vary. Department responsibilities, submission procedures and reviewer interpretations vary.

Even familiar work can raise questions that are easy to overlook:

  • Equipment replacement may affect electrical capacity, structural support or exterior screening.
  • Restroom renovations may trigger broader accessibility obligations.
  • Entrance modifications may affect egress and life-safety requirements.
  • Exterior improvements may need planning or historical review.

These aren’t obscure technical traps. They are ordinary project considerations that become disruptive when no one identifies them early.

The risk is especially pronounced across multi-location programs. Prototypes and standard details can improve consistency, but they can’t override local codes, site conditions or approval procedures. The design may repeat. The path to approval often doesn’t.

No checklist can eliminate every permit surprise. Projects and jurisdictions differ too widely. But four areas deserve attention before the drawings are nearly finished.

What approvals are required and how does the jurisdiction handle them?

A building permit may be only one step. The project could also require zoning, planning, fire, health, utility, environmental, signage or landlord approval. Submission requirements matter too. Forms, drawing standards, file formats and departmental routing can determine whether a package enters review or is rejected at intake.

Which codes and local requirements apply and do they expand the scope?

The model code is only a starting point. The team needs to confirm the adopted edition, local amendments and requirements specific to the jurisdiction or project type. Accessibility, egress, life safety and existing-building provisions may also trigger improvements outside the immediate project area.

Who must prepare and stamp the documents?

A scope that initially appears minor may still require architectural or engineering involvement. Confirming that late can leave the team scrambling for professional support just as the project is expected to move forward.

What information or decisions are still outstanding?

Surveys, utility information, landlord approvals, equipment specifications and vendor drawings can all delay or change the submission package. If the design depends on them, they are not secondary details.

These may sound like permitting questions. In practice, they are also design, scope, budget and schedule questions.

Answering them early gives the team a firmer basis for design, budgeting, pricing and procurement.

If one approach creates additional cost or review, alternatives can be considered while the design remains flexible. If another consultant is needed, that support can be brought in deliberately. If approvals are likely to take longer than expected, the schedule can reflect that before commitments are made.

After submission, those same decisions usually happen under pressure. At that point, the project is no longer choosing its path. It is recovering from one.

A project isn’t ready for construction simply because the drawing set looks complete. It’s ready when the design intent, technical documentation, approval requirements and team responsibilities are aligned well enough for the work to move forward with confidence.

Every party sees a different part of the project. Problems tend to emerge in the space between them:

  • A vendor selection changes the electrical load, but the drawings aren’t updated.
  • Exterior equipment is specified before anyone confirms screening requirements.
  • One discipline responds to a review comment without recognizing how the revision affects another.

The work of construction readiness isn’t merely producing more documentation. It’s making sure the documentation tells one coordinated, buildable and approvable story.

No amount of planning can guarantee a comment-free permit review. The goal isn’t to predict everything. It’s to keep predictable questions from becoming expensive problems by testing assumptions while the project still has room to move.
